New Economic Policies, Attitudes Put Fresh Face on South Asia

<p> Last year was an economic watershed for South Asia. Most
countries in the region gave major impetus to trade and
investment liberalization, privatization, and deregulation.
While bureaucratic obstacles and state-owned companies are
unlikely to disappear, new economic attitudes promise a freer
rein to market forces and more opportunities for U.S. firms.
</p>
<p> The impact of the new policies has not yet shown up in trade
data. U.S. exports to the region amounted to $3.3 billion in
1991, down from almost $4 billion in 1990. The decline was
mainly the consequence of temporary import restrictions imposed
by India to deal with a balance-of-payments crisis and a
reduction in U.S. assistance to Pakistan.

<p> South Asia's new attitude toward trade and foreign investment
makes it worthwhile for many U.S. firms to begin a reassessment
of this large but often bypassed market.
